Rules ensure play resumes with the remaining substitutes still available, and even down to restarting with a drop ball at the stoppage position.
Elsewhere, leagues take different approaches.

Competition regulations can also award a win or a forfeit if one side causes the abandonment such as due to violence or refusal to continue though this decision rests with league administrators, not the referee.
